The International Cooperation Committee of Animal Welfare (ICCAW) is a non-profit organization approved by Ministry of Agriculture and Rural Affairs of the People’s Republic of China and has been registered at the Ministry of Civil Affairs since June 2013. Established by China Association for the Promotion of International Agricultural Cooperationwe are dedicated to promoting animal welfare concepts, implementing animal welfare-friendly farming systems, and improving the quality and safety of livestock products. Our team of animal welfare experts is growing, so is our expertise. We now specialize in multiple domains from the transporting of animals to better husbandry practices and even brand development. ICCAW is now the leading farm animal welfare organization in China.

Domestic Impact

ICCAW is membership-based and open to companies worldwide. At present, ICCAW is working with nearly 1000 companies in China including retailers, producers, and manufacturers, in an effort to improve farm animal welfare in the livestock sector. Our partners include state-owned companies and large enterprises with a significant influence in China such as Da Bei Nong Group, Shunxin Group, Chuying Group, and Guangdong Wens Group. In order to support welfare-minded enterprises, ICCAW and Alibaba group have introduced the concept of “consumer responsibility" through, for example, setting up a designated space for animal welfare products on Tmall. 

ICCAW also holds conferences, forums, and training programs on animal welfare, as well as promoting public interest in farm animal welfare by education and other methods. Our annual China Animal Welfare Forum on Quality and Safety of Meat and Poultry Products gathers outstanding companies, as well as experts from home and abroad, to host dialogue on the sustainable development of China’s animal husbandry industries. In 2016, we hosted both the Poultry Welfare Conference and Swine Welfare Conference. In total, more than 2000 people attended the events and more than 50,000 people were reached through our media campaigns. From 2017 to 2019, three sessions of the World Conference on Farm Animal Welfare, jointly hosted by FAO and CAPIAC, have been organized by ICCAW. The conference has become a major global conference on animal welfare with extensive participation worldwide, gathering representatives from international organizations, government officials, academia, and industry representatives for the exchange of state-of-the-art animal welfare technologies and ideas. 

Finally, ICCAW has established an Expert Committee which includes 170 senior experts in the fields of animal husbandry and veterinary sciences. These experts come from over 50 organizations, including the Chinese Academy of Sciences, Chinese Academy of Agricultural Sciences, China Agricultural University, Nanjing Agricultural University, Northeast Agricultural University, and China Animal Disease Control Center. With the support of the Inner Mongolian government, ICCAW and the Inner Mongolia Academy of Agricultural & Animal Husbandry Sciences produced research on the state of farmed animal welfare in Inner Mongolia. The project carried out farm research and set an example for welfare in line with characteristics of the development of animal husbandry in Inner Mongolia. The project was highly praised by FAO officials.

Our Work in Industry

ICCAW has played a central role in the drafting of industry standards for animal welfare in China. The Expert Committee of ICCAW developed the first series of animal welfare standards in China which have since been issued by the China Association for Standardization. At present, we have formulated industry standards for pigs, beef cattle, mutton sheep, broiler, lay chickens and cashmere goats. 

Recently, with the publishing of “Farm Animal Welfare Requirements: Cashmere Goats”, ICCAW will conduct assessment and certification of welfare-friendly cashmere farms and carry out capacity building so as to promote the healthy and welfare-friendly development of the cashmere industry. 

We have also participated in the International Organization for Standardization’s (ISO) work on farm animal welfare standards. In April 2016, ICCAW was registered in the ISO animal welfare working group and participated in the drafting of Animal Welfare Management – General Requirements and Guidance for Organizations in the Food Supply Chain as D-Liaison.

International Cooperation

ICCAW actively promotes international cooperation. In partnership with Compassion in World Farming (CIWF), ICCAW launched the Good Pig Production Award ,in 2014. In 2014, 13 companies won the award. Since the introduction of the award, Chinese companies have gradually recognized the concept of animal welfare. The award was rated as one of the top ten events on animal welfare by Global Meat News in 2014. In 2017, CIWF and ICCAW succeeded in launching two further awards: the Good Egg Production Award and Good Chicken Production Award. Up until 2019, 60 companies won the “Good Pig Production Award”, 19 companies won the “Good Chicken Production Award”, and16 companies won the “Good Egg Production Award”. More than 280 million farm animals lead better lives as a result of the commitments and practices of these award-winning companies. 

ICCAW has also jointly launched China Public Survey on Animal Welfare in January 2014 with World Animal Protection (WAP), as well as the Humane and Sustainable Agriculture Project on China Pig Industry in 2015. The first phase of the project plans to improve the welfare of pregnant sows, sows, and finishing pigs over five years. The project aims to develop commercially viable high welfare pig farming systems with the help of WAP who have been providing technological assistance, training, and on-the-ground guidance. 

As the deputy coordinating body of the EU-China cooperative project, Healthy Livestock -- Tackling Antimicrobial Resistance with Improved Livestock Health and Welfare, ICCAW helps coordinate the scientific research, implementation, and promotion of animal welfare-friendly farming practices in China and EU so as to combat the adverse effects of antibiotic abuse on both animal welfare and human health. Overall, we are proud to say that ICCAW, together with our member companies, has begun to change the international image of China as a nation which does not prioritize animal welfare.
